Duties Description Under the direction of the Landscape Architecture/Environmental Group Supervisor, the candidate will perform environmental related duties in the Landscape Architecture/Environmental Group in support for design of highways and bridges for delivery of the capital program.

Duties may include, but are not limited to:
• Technical analysis and research to determine the impact of transportation projects on the Region’s ecology, native vegetation, animal species, endangered and threatened species, pollinator support, climate change issues, and any other environmental concerns, as required. reporting to the Regional Environmental Unit Supervisor.
• Supervise professional staff assisting in conducting environmental reviews in support of the Region’s State-let capital program and Local-let projects.
• Distribute work assignments to staff, provide directions on work assignments, and review and approve guidance documents produced by staff.
• Conduct all environmental procedural requirements for advancing and expediting environmental studies/analyses associated with Environmental Impact Statements (EISs), Environmental Assessments (EAs), and other documents associated with the New York State Department of Transportation (the Department) regional projects.
• Track and prepare all National Environmental Policy Act (NEPA) Cat Ex determinations in accordance with the Department’s Programmatic Agreement Regarding Categorical Exclusions (PARCE) made during the project development process, especially those made in the Design Approval Document, to make sure the Department is meeting the FHWA’s requirements.
• Manage consultants and provide guidance to in-house staff working on environmental aspects of State and Local let projects, including Air/Noise, HAZMAT, Asbestos, Endangered Species, Ecology, Energy, and Environmental Justice.
• Represent the Department on environmental matters when interacting with federal and state environmental regulatory agencies and groups.
• Provide leadership and guidance on environmental process, including the National Environmental Policy Act (NEPA) and State Environmental Quality Review Act (SEQRA)
• Participate on special project assignments and/or priority projects
• Participate in project meetings with Department staff, consultants, and environmental regulatory and advisory agencies.
• Assist with annual environmental audit for Regional operations and facilities.
• Assist with preparation of written communication/notices and other material to be distributed on behalf of the Region
• Assist with the preparation of environmental permit applications and other approvals
• Participate in public and agency outreach efforts
• Identify and communicate resource needs and project development issues to the Environmental Unit Supervisor.
• Interpreting and advising management and staff on new environmental legislation, regulatory requirements, and advisory and regulatory agencies’ policies.
• Foster the exchange of information and best practices across regional boundaries for environmentally related aspects of the Department’s activities.
• Maintain knowledge and competence in their field(s) of expertise, applying up-to-date technical and professional principles, practices, and standards in developing policies, procedures, and guidance.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Promotional:
You must be a qualified employee of the New York State Department of Transportation, New York State Thruway Authority, or New York State Canal Corporation and have had one year permanent competitive or 55-b/55-c service as:
Either
A. An Environmental Specialist 1 OR Landscape Architect
Or
B. An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards. This experience must include either preparing technical analyses on environmental matters or providing consultation on environmental regulatory programs.
Open Competitive:
A bachelor's degree and three years of professional experience in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law

Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
