The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under direction of the Radio Engineering Manager within the Office of Interoperable and Emergency Communications (OIEC), the incumbent oversees the organization and implementation of regional teams strategically placed throughout New York State working with local and State public safety stakeholders in implement a robust statewide Next Generation 911 (NG911) system, manage Public Safety Answering Point (PSAP) relationships and regional PSAP support.
Duties include but are not limited to the following:
• Create detailed project implementation plans and establish benchmarks within the project schedule to ensure consistency.
•Provide technical, administrative, and analytical assistance to OIEC management.
•Draft policies, procedures, and standards ensuring adherence to applicable laws, rules, and regulations.
•Represent the unit and related program areas at internal and external meetings.
•Oversee and resolve logistical, administrative, and operational issues necessary to move the project forward. Monitor success through all stages to ensure target time frames and project goals and objectives are met.
•Determine the inter-agency or intergovernmental impact of the project.
•Facilitate the development and implementation of daily work plans, activities, and tasks of regional teams to meet the unit’s objectives in an efficient manner, ensuring all staff are working in tandem to achieve the goals of the 911 Unit and in support of OIEC.
•Establish regionally based representation to reduce the response time of OIEC assets during unplanned events and/or emergencies, responding to these events in support of field staff.
•Participate in the recruitment and staffing process. Secure resources for successful staff deployment, identify and implement staff requirements, monitor progress, review results, and conduct performance reviews.
Perform the full range of administrative supervisory duties.
•Oversee regional outreach activities, including the development and delivery of education and training related to OIEC NG911 development and implementation of NG911.
•Act as a community liaison between State and local stakeholders.
•Liaison with and leverage the experience and expertise of national organizations such as the Association of Public Safety Communications Officials (APCO), National Emergency Number Association (NENA), the National Fire Protection Association (NFPA), FEMA, and the NYS 911 Coordinators Association.
•Meet with partners and stakeholders to answer questions, review program roll-out, and determine the effectiveness of program planning and implementation.
•Analyze data on public safety, emerging technologies, and emergency service issues and practices to compare new and innovative approaches to facilitate development and implementation of OIEC / Division of Homeland Security and Emergency Services (DHSES) initiatives.
•Represent OIEC at the Communication Consortium Chair Meetings as required.
•Develop appropriate program and educational material and make presentations before large groups, organizations, and government officials regarding Next Generation 911 systems, services, and policies.
•Ensure that projects receive the appropriate level of client service support and are planned and managed in accordance with industry standards and best practices.
•Analyze agency policies and programs to make recommendations to executives and senior staff.
•Maintain knowledge of industry practices by reviewing current literature, networking, participating in educational programs, attending meetings or workshops, and participating in professional organizations or conferences.
•Oversee outreach with partner public safety agencies, including State and local law enforcement, emergency response leadership, and public safety.
•Identify and implement process improvements to increase operational efficiency.
•Maintain effective relationships with partners and stakeholders within the parameters of agency policies, protocols, processes, and mandated rules and regulations.
•Escalate and bring management awareness to actions that are not consistent with set policy and procedures, conduct process to propose improved processes.
•Coordinate the project activities with other staff and agency programs.
•Support the DHSES-OIEC strategic direction, goals, and directives.
•Support the Office of Emergency Management (EMO) operations during activations and other events as required.
•Perform other duties as required.
The minimum qualifications required for this vacancy. Minimum Qualifications Candidates must have a bachelor’s degree and four years of experience in critical data/information analysis, assessment or investigation in fields impacting emergency communications, public safety, emergency preparedness, or terrorism identification and prevention, of which, one year must be in a supervisory capacity.
Substitution: A master’s degree may substitute for one year of general experience.
