Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Data Quality Analyst is an integral part of the Data Governance and Management Unit within the Research and Innovation Division. They will be responsible for working with the Business Unit(s), the Data Governance Unit, and Technology, among others, to drive enterprise data quality efforts. This role also plays a critical part in driving transformation of data, business processes and practices within DFS, in alignment with the overall enterprise-wide strategy. This role focuses on data quality management and leading data quality improvements.
Duties include, but are not limited to, the following:
• Identifies the requirements around data quality (rules, business controls, metrics, targets, dashboards, etc.) and works with Divisional data stakeholders (data stewards, data owners, etc.) and Technology to implement those;
• Supports the work to improve data ingestion capabilities to improve overall data quality and to perform data quality analysis;
• Collaborates with data owners, data stewards, and IT teams to drive development of data quality guidelines, best practices, and policies;
• Oversees Divisional data quality initiatives, provides monitoring and oversight and suggestions to improve overall data quality;
• Supports enterprise-wide/X-divisional data quality projects;
• Guides DFS Divisions/Business Units to identify and correct data discrepancies or anomalies, to maintain documentation of data quality issues and advise re: corrective actions taken;
• Suggests data quality controls for DFS Divisions/Business Units to ensure the accuracy, completeness, and timeliness of data and/or other dimensions of data quality;
• Defines data quality workflows/how-to’s for data stewards to utilize in their data quality management activities;
• Performs ad-hoc data quality analysis to answer specific needs;
• Maintains enterprise data quality solution, including maintaining list of enhancements/feature upgrades, dashboards, reports, and visualizations;
• Contributes to one or more DFS transformation initiatives from data governance perspective, as needed; and
• Other duties as assigned.
Minimum Qualifications Preferred Qualifications
Experience in one or more of the following:
• Data Governance or Data Management, Data Analysis, Data Analytics or Visualization, Statistical or economic analysis, Data and/or Information Security, Data Quality, Metrics and Reporting, Internal Controls and Process Reengineering, Financial Risk Management, Policy Analysis
Experience implementing or utilizing one or more data governance platforms (Informatica, Collibra, etc.) is highly desirable.
Appointment method: Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.
Non-Competitive: A Bachelor’s Degree in Business, Business Administration, Economics, Econometrics, Finance, Health, Health Administration, Health Policy, Law, Mathematics, Political Science, Public Administration, Public Health, Public Policy, Risk Management or Statistics and three (3) years of specialized experience in one or more of the following:
• Research, planning, administration, and/or analysis of the policies and procedures affecting regulated entities and how they conduct business activities with the public and/or other regulated entities.
• Research and analysis of State and federal statutes and regulations and their effects upon the business activities of financial services entities with regard to the public and/or other financial services entities.
A Master’s Degree in one (1) of the related fields or a J.D. may substitute for one (1) year of specialized experience. A Ph.D. in one (1) of the related fields may substitute for two (2) years of specialized experience.

Salary: The starting salary for this position is $86,681 with periodic increases up to $109,650
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
