Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an Information Technology Specialist 3 Programming, SG-23, within the Office of Information Technology Services, Dedicated Support, New York State Higher Education Services Corporation in Albany, the Information Technology Specialist 2 Programming - Hourly, SG-NS, will be responsible for performing a full range of activities including technical analysis, design, application development, testing, implementation, and maintenance. Illustrative duties include, but are not limited to, the following:
• Participate on teams for projects that have a Microsoft Access, .NET application, or SQL server functional component.
• Prepare size and scope analysis and timeline documentation.
• Analyze and document business requirements by participating in Joint Application Design sessions, interviewing product owners and subject matter experts.
• Develop prototypes based on the requirements and prepare internal and external design documents.
• Use analysis and design documents, develop, document, and maintain programs, modules, classes, objects, reports, jobs, as applicable.
• Utilize ASP.NET, VB.NET, VBA, C#, HTML, JavaScript, CSS, PL/SQL, T-SQL, MS Access, MS Visual Studio, MS SQL server.
• Create development test plans and prepare and/or refresh test conditions and associated accounts. Following the test plan, execute unit, run-stream, subsystem, and regression tests as needed.
• Review all test results, compare the results to the identified conditions. Debug and rerun as needed.
• Provide business area and external customer support for the project deliverables.
• Follow all existing guidelines and recommend new guidelines for development.
• Facilitate and participate in meetings with ITS and HESC customers.
• Communicate clearly, both verbally and in technical writing, with HESC and ITS team members.
• Performs other relevant duties as assigned by supervisor.
Minimum Qualifications Either 1. a bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science;
Or 2. a bachelor's or higher-level degree in any field AND one year of experience in information technology;
Or 3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology;
Or 4. two years of experience in information technology.
Experience in information technology includes experience in one or more of the following computer-related areas: artificial intelligence; automation; business/systems analysis; cloud computing; computer installation; diagnosis and repair; computer programming; cybersecurity/information assurance; data analytics; database administration, design and management; design and development of geographic information systems; design and development of computer aided drafting applications; digital forensics; informatics; information technology; IT customer support and training; interactive user experience (UX); internet/intranet development, design, and maintenance; knowledge management; network management; program design; program testing; project management; server management; storage management; systems management; technical writing; telecommunications; virtual technology. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
