Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Administrative Assistant 1, Grade 11, position assigned to Division of State-Operated Children’s and Adult Services located in Albany. Reporting to the Associate Commissioner for the Division of State-Operated Children’s and Adult Services, the selected candidate will be responsible for a variety of confidential duties that provide the appropriate level of day-to-day administrative support necessary to efficiently and effectively manage the Division.

Specific duties to be performed include, but are not limited to, the following:

• Manage the Associate Commissioner’s calendar scheduling and arranging meetings, conferences, and presentations.

• Communicate by phone, mail, email, fax, and in-person with a variety of individuals, including executive and program staff from OMH facilities, other State agencies, community providers, constituent groups, recipients, and families. Respond to questions or refer complex issues to appropriate staff.

• Transmit instructions from the Associate Commissioner and Bureau Directors to staff and monitor staff assignments.

• Review incoming correspondence and reports to determine their significance. Follow-up with appropriate program staff.

• Compile data and gather information to prepare correspondence, reports, forms, briefing materials, and other documents. Review final products for completeness and accuracy.

• Coordinate office procedures and tracking systems.

• Organize and maintain an extensive filing system, including computer files.

• Schedule, organize, coordinate, and attend a variety of meetings, conferences, teleconferences, and other events. Assemble and coordinate background materials for meetings and conferences. Prepare minutes as required and generate accurate, timely reports that outline discussion and identify next steps.

• Work on special projects, as assigned.

• Keep continuous knowledge of updated software to complete tasks

Minimum Qualifications Non-Competitive Appointment:
Candidates must have two years of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.

Transfer:
Candidates must have permanent status as an Administrative Assistant 1, Grade 11, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.

Candidates who are not transferring from a keyboarding title must possess adequate keyboarding skills (i.e., the ability to type 30 words per minute with at least 96% accuracy) as demonstrated by passing the Keyboarding Performance Test.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
