Duties Description • This position resides on the Enterprise Resource Planning Administration team in the Bureau of Software Platforms within the Chief Information Office (CIO).
• Install and configure enterprise level software.
• Conduct operational readiness tests on newly built system components.
• Administer system components utilizing tools, techniques, and relevant computer capabilities.
• Partner with testing units to develop and execute demonstration scripts and conduct testing.
• Create and maintain installation and system operations documentation for system components.
• Prepare “how-to” documents for team members to use as a quick reference to complete assigned tasks.
• Research available information and standards for maintaining systems and assist in developing and/or updating procedures with the most up-to-date information.
• Participate in the development of technical and/or functional requirements for new components, or for enhancements to existing system components.
• Communicate and collaborate with technical and non-technical staff to implement new procedures upon approval by supervisor.
• Migrate code and/or file changes using the version control software and SQL scripts.
• Maintain system issues and configurations change logs.
• Coordinate system outages to bring system components down and/or up.
• Support testing teams in the development and execution of test scripts.
• Provide on-call support for nightly batch processing and emergency migrations.
• Monitor system components to ensure efficiency, reliability, and effectiveness of the system, and third-party software.
• Apply updates, fixes, and patches to the system(s).
• Work closely with other systems personnel to coordinate and properly apply system updates.
• Communicate regularly with the supervisor on software issues, system problems, and project needs.
• Troubleshoot and resolve software and systems issues.
• Coordinate with software vendors on tickets and ensure persistent issues are escalated.
• Communicate regularly and effectively with CIO technical support teams, management, consultants, and customers on software issues and project needs

Non-Competitive Qualifications for appointment under the NYHELPS Program:
For an appointment to an Information Technology Specialist 2, you must have:
1. A bachelor's or higher-level degree in any field and one year of experience in information technology.
OR
2. A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
OR
3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR
4. A total of two years of experience in information technology.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfer:
For 52.6, 70.1, or 70.4 transfer to an Information Technology Specialist 2, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
55b/55c Program appointment:

Additional Comments Knowledge, skills, and abilities:
• Demonstrated experience in installation/upgrade/maintenance of applications servers.
• Demonstrated experience in any of the following technologies:
o PeopleSoft Enterprise 9.2.
o Oracle Policy Administration (OPA) and Policy Modeling.
o Oracle WebLogic/Tuxedo technology.
o PeopleSoft Process Scheduler.
o Oracle OAS/ORDS.
o Oracle Apex.
o PHIRE change control software and Architecture.
o ESP Workload Automation Business Agency for PeopleSoft.
o ERP testing tools such as Load Runner or TOSCA.
o RightFax Server.
• Demonstrated experience ascertaining the various methods available to accomplish maintenance tasks and determining which methods to use under varying conditions to improve customer service.
• Demonstrated experience troubleshooting applications, network communication and storage communications problems, and utilizing diagnostic tools to trace and resolve technical problems.
• Demonstrated experience tracking and resolving problem impact on continuing system operations.
• Demonstrated experience documenting procedures pertaining to server maintenance, configurations, change, and release management.
• Demonstrated experience addressing new software maintenance requirements and service outages.
• Ability to work well in a team environment and enabling achievement of objectives.
• Excellent oral and written communications skills.
• Excellent organizational skills.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
