Job Specifics
Duties Description This position is located within the Project Management Unit, reporting to the Bureau of Executive Management, Division of Retirement Services and is responsible for:
• Project Management
o Manage and direct all phases of the project lifecycle for assigned projects using project management methodologies.
o Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensure technical feasibility.
o Develop and implement project management related documents (e.g., project charters, roles and responsibilities, roadmaps, work breakdown structures, cost and budget estimates, risk plans, communication plans, change management plans, implementation plans, mitigation plans, etc.).
o Develop a project schedule using MS Project including defining tasks, identifying dependencies, assign resources, estimate effort, identify critical path, and control schedule.
o Develop and maintain all project documentation including, but not limited to, meeting notes, decision points, and action items throughout the project lifecycle.
o Identify potential risks and issues; facilitate problem resolution by determining or recommending and implementing a risk mitigation strategy.
o Proactively manage potential problems with project deliverables or timetables.
o Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
o Communicate with diverse staff and stakeholders involved or affected by the project.
o Prepare status reports and provide updates to project stakeholders, sponsors, champions, etc.
o Facilitate post implementation reports and close out process.
o Create action plans, processes, and procedures to support the achievement of OSC project management objectives at basic levels.
o Assist with the development of metrics to evaluate progress towards meeting project management objectives.
o Have a well-developed understanding of project methodology.
o Coordinate cross divisional efforts to achieve project management objectives and seed project management skills in the Divisions.
o Compile and organize information gathered from projects to provide a source of historical information for future projects in a format accessible to OSC project participants.
o Other project related tasks as assigned.
• Supervision
o Supervise Project Manager 1 (SG-18):
? Assist staff with developing and understanding performance expectations and goals.
? Assist with setting training goals and aid in ensuring that staff receive the training necessary to further develop their project management knowledge and soft skills.
? Provide coaching, mentoring, and guidance around project management and facilitation skills.
? Provide guidance and direction in Project Manager 1’s development.
? Ensure that staff are aware of and adhere to the organization’s policies and procedures.
? Manage staff head count with interviewing, hiring, onboarding, and separating staff.
? Manage/allocate staff workload and identify priorities and assign work as necessary.
? Inform staff of and where they can find the organization’s policies and procedures.
? Identify opportunities for knowledge and skills development. Encourage, motivate, and guide in learning and improving processes.
? Provide real-time feedback on staff performance.

No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.
Non-Competitive Qualifications for appointment under the NYHELPS Program:
• A bachelor’s degree; AND
• Three years of professional experience* in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
52.6 Transfer:
For 52.6 transfer to Project Manager 2, SG-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Project Manager 1 (full journey level, SG-18).
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Additional Comments Knowledge, skills, and abilities:
• Experience in project management
• Experience in supervising staff or work activities.
• Demonstrated ability to prepare, understand and interpret often complex written materials, and design and present curricula to diverse audiences.
• Excellent oral, written and interpersonal communication skills, including demonstrated ability to communicate clearly and effectively to all levels of staff.
• Demonstrated ability to work independently, as well as effectively, in a team environment.
• Experience working successfully on projects in a deadline driven environment where accuracy and attention to detail is required.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
